As the cost for the Cheddi Jagan International Airport (CJIA) expansion project continues to climb, more than US$160 million has already been spent on the contract that started off at US$150M. Even though the Minister of Public Works, Juan Edghill, had promised that, the total cost for the project will not exceed US$200 million, but that cannot be guaranteed now as the venture is currently a work-in-progress and the PPP/C administration is still pumping money into it. The CJIA expansion was expected to be a US$150M venture; US$138M financed from the China Exim Bank and $12M from the consolidated fund, taxpayers’ money.

With Guyana among the countries responsible for oil giant ExxonMobil’s projected revenue growth from upstream oil ventures, the company intends to focus its earnings and its growth plans on its projects in Guyana and elsewhere. In a release announcing that it had formalised its corporate plans and is expected to double its earnings by 2027, Exxon noted the value of its “low cost” projects in Guyana and other countries. Exxon is currently producing oil in the Liza Field and has plans for three more such fields.

Following its review of ExxonMobil’s application to proceed with the US$900M gas-to-shore project, the Environmental Protection Agency (EPA) said it has determined that an Environmental Impact Assessment (EIA) is required. The regulator said it has also approved Environmental Resources Management (ERM) to conduct the EIA while noting that it has also given authorization for the terms of reference it once used. One of the terms notes that the company must examine the introduction of increased dangers such as fire, explosion, spills, chemical and other hazardous substances to the surrounding environment, including coastal communities.

The safety of Guyana’s proposed gas-to-shore pipeline is being questioned based on available plans and critics have also taken aim at the lack of information from the government. On Saturday, the Moray House Trust held a virtual panel discussion on the pros and cons of the gas-to- shore project and attendees heard that representatives of the government had declined to participate. Isabelle de Caires, Chair of Trustees at Moray House Trust, reported that they reached out to technocrats within the government to participate in the panel discussion but the invitations were turned down.
Oil Spill Committee launches probe into oily substance floating in Atlantic: Kaieteur News
A team attached to National Oil Spill Committee (NOSC) has launched an investigation into the reports of oily substances found floating offshore Guyana. Kaieteur News understands that the investigation was launched hours after a video surfaced showing fisher folk operating in an area identified as Guyana’s Exclusive Economic Zone (EEZ) navigating what appears to be oil floating offshore. According to the reports, the fishermen spoke of sighting of oily film floating in different points of the EEZ.
Guyana-T&T joint venture lands big Saipem contract: Stabroek News
One year after a joint venture between Trinidad Offshore Fabricators Unlimited (TOFCO) and Guyana Oil and Gas Support Services (GOGSSI), the company has landed a big project with ExxonMobil’s prime contractor Saipem and is looking to hire key staff. “TOFCO were the ones who had done the first project and we have worked to create this joint venture company and train locals to do the same thing,” GOGSSI-TOFCO Director, Nicholas Boyer told Stabroek News yesterday when contacted. The company has placed advertisements for a General Manager and Office Manager.

There are a number of issues that need to be addressed by the Democratically Elected PPP/C Government of President Irfaan Ali. 1) Meeting with the Leader of the Main Opposition as is constitutionally required. 2) Meeting with the Unions in negotiating wages as is constitutionally required. 3) Renegotiation of the ExxonMobil/Guyana oil contract so that there is more benefits for Guyanese. 4) Re-examine what is termed cash transfers to citizens from Guyana’s oil money. 5) Better Public Consultations on proposed national projects.
Payara Permit armed with two payment mechanisms on gas wastage – Bharrat: OilNOW
In an effort to ensure Guyana’s oil industry is regulated in a manner that serves the public interest, Minister of Natural Resources, Vickram Bharrat said that the government has taken several steps to heighten the safeguards in environmental permits granted to ExxonMobil’s affiliate, Esso Exploration and Production Guyana Limited (EEPGL). Mr. Bharrat was keen to point out that the Payara Environmental Permit is evidence of this as he noted that it contains two key improvements on gas wastage which the Liza Phase One and Two permits do not possess.

In light of the 10 billion barrels of oil equivalent resources found at the Stabroek Block since 2015 and ongoing exploration campaigns across other blocks, Guyana’s Minister of Natural Resources, Vickram Bharrat says there is “tremendous interest” from investors to set up oil refineries in the South American country. But Mr. Bharrat said the government is approaching this matter with “a great deal of caution” since it does not want Guyana to face the same predicament as its CARICOM sister, Trinidad and Tobago. For years, Trinidad found itself importing increasing volumes of crude to support its refinery operations since domestic supply was on the decline.
Exxon targeting more crude at Lau Lau-1 in Guyana’s largest block: OilNOW
ExxonMobil’s search for more hydrocarbons offshore Guyana continues with a new campaign targeting the Lau Lau-1 well site located at the prolific Stabroek Block where it has found more than 10 billion barrels of oil equivalent since 2015. The Noble Sam Croft will be engaged in drilling activities at this new prospect which is situated approximately 113.3 nautical miles (210 kilometers) offshore covering an area of 0.29 square nautical miles (1 square kilometer). Drilling activities could conclude by December 31.
Talks on regional energy corridor slated for early 2022 – President Ali: OilNOW
“Strategic discussions” on the regional energy corridor bridging Guyana, Suriname, French Guiana and northern Brazil are set to happen in January 2022, President Ali announced last Friday. In his keynote address to the 25th annual award ceremony hosted by the Guyana Manufacturing and Services Association (GMSA), Dr. Ali shared that France has also asked to be a part of dialogue amongst the three South American nations. This project would see the countries, which form part of the ‘Arco Norte’ region, trading electricity and cooperate on utilising efficient power sources, which would reduce costs and environmental and social impacts.
Head of EPA goes offshore to investigate unidentified substance on water: OilNOW
Following the circulation of a video on social media depicting an unidentified substance on the surface of Guyana’s offshore waters, Head of the Environmental Protection Agency (EPA), Kemraj Parsram told OilNOW that investigations are being carried out to ascertain what the material really is. In fact, the EPA Head has gone offshore to investigate the matter while noting that he is coordinating with the Ministry of Agriculture’s Fisheries Department on collecting a sample of the black substance for testing.
