(See <a href=\"https:\/\/latinamericadailybriefing.substack.com\/p\/ecuadoreans-back-noboa-in-referendum\">yesterday\u2019s post<\/a>)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Col\u00f3n Pico had broken out of a maximum security prison on Jan. 8, in the midst of a series of coordinated attacks by organized crime against authorities, which prompted a state of emergency and declaration of \u201cinternal armed conflict.\u201d He was apparently hiding out in a cacao farm and had dyed his hair blond in attempt to avoid recognition. Attorney general Diana Salazar has accused him of plotting to assassinate her, reports the <a href=\"https:\/\/news.yahoo.com\/fabricio-col-n-pico-ecuadorean-130013434.html\">BBC<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government said homicides have dropped by 27% under the ongoing state of exception, reports <a href=\"https:\/\/elpais.com\/america\/2024-04-23\/noboa-da-un-nuevo-golpe-en-seguridad-tras-el-referendum-con-la-detencion-del-lider-criminal-colon-pico.html\">El Pa\u00eds<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ecuador\u2019s Noboa administration celebrated a victory on security measures in Sunday\u2019s referendum, but will need legislative support to implement some of the measures. Lawmakers will have 60 days to approve the amendments, reports <a href=\"https:\/\/wmbdradio.com\/2024\/04\/22\/ecuador-security-changes-will-need-legislative-support-government-says\/\">Reuters<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former President Rafael Correa said his party, which is now in opposition, will support security measures but will otherwise oppose Noboa in the legislature, reports <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2024-04-22\/ecuador-security-changes-will-need-legislative-support-government-says\">Reuters<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Ecuador\u2019s referendum on Sunday is a political victory for President Daniel Noboa some analysts temper the win somewhat by noting that 28% of voters stayed home, and those who participated mostly did not approve the full list of questions, as the government had campaigned for.
