Credit&#8230;Bing Guan\/Reuters<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">By Coral Davenport \/ NYT<br><br>WASHINGTON\u00a0<br>EnergiesNet.com 12 22 2021<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Environmental Protection Agency on Monday announced strengthened limits on pollution from automobile tailpipes in a bid to reduce a major source of the carbon dioxide emissions that are heating the planet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The more stringent rule \u2014 the most significant climate action taken to date by the Biden administration and highest level ever set for fuel economy \u2014 would require passenger vehicles to travel an average of 55 miles per gallon of gasoline by 2026, from just under 38 miles per gallon today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would prevent the release of 3.1 billion tons of climate-warming carbon dioxide through 2050, according to the E.P.A. It would save about 360 billion gallons of gasoline from being burned, leading to a 15 percent annual reduction in the nation\u2019s gasoline consumption by 2050. And motorists would save about $1,080 in fuel costs over the lifetime of more efficient vehicles, the agency estimated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration is expected to lean heavily on executive action and regulations like the new tailpipe rule after the centerpiece of the president\u2019s climate agenda, far-reaching legislation that would have transformed the energy and transportation sectors, was essentially scuttled on Sunday by Senator Joe Manchin III, the West Virginia Democrat who holds the swing vote in an evenly split Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tailpipe rule, which will take effect 60 days after it is published in the Federal Register and apply to model years 2023 to 2026, is a return of sorts to regulations enacted by the Obama administration in 2012, which required that passenger vehicles sold by automakers achieve an average of roughly 51 miles per gallon by 2025. President Donald J. Trump weakened the standard in 2020 to about 44 miles per gallon by 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe followed the science, we listened to stakeholders, and we are setting robust and rigorous standards that will aggressively reduce the pollution that is harming people and our planet \u2014 and save families money at the same time,\u201d Michael S. Regan, the administrator of the E.P.A., said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transportation is the largest single source of greenhouse gases generated by the United States, representing<a href=\"https:\/\/www.epa.gov\/ghgemissions\/sources-greenhouse-gas-emissions#:~:text=Transportation%20(29%20percent%20of%202019,ships%2C%20trains%2C%20and%20planes.\" rel=\"noreferrer noopener\" target=\"_blank\">&nbsp;29 percent of the nation\u2019s total emissions<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static01.nyt.com\/images\/2021\/12\/20\/climate\/20cli-cars2\/merlin_187651422_8ae0151f-6480-4e63-9b51-0202d80206b1-articleLarge.jpg?quality=75&amp;auto=webp&amp;disable=upscale\" alt=\"Michael S. That\u2019s\u00a0<\/a>the threshold beyond which scientists say the Earth faces irreversible damage. Our newsletter will help you stay on top of it.&nbsp;Get it sent to your inbox.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new Biden rule \u201cis basically just recapturing the emissions cuts that we lost during the Trump rollback,\u201d said Jeff Alson, a former E.P.A. senior engineer and policy adviser who worked on the Obama auto emissions standards. \u201cThat\u2019s good, but it\u2019s not going to get us anywhere near the level we\u2019ve got to get to reduce vehicle emissions enough to protect the planet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About $26 billion in tax incentives to speed up the adoption of electric vehicles has been stuck in limbo on Capitol Hill, part of a larger $2.2 trillion bill, known as the Build Back Better Act that faces opposition from Mr. Manchin. Among the bill\u2019s provisions are a tax credit of $7,500 for purchasers of electric vehicles, plus an additional incentive of $4,500 if the vehicles are assembled by union workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Biden has set a goal for electric vehicles to make up 50 percent of all new car sales by 2030 in order to slash planet-heating emissions and slow climate change. But electric cars are on track to total just 4 percent of American sales in 2021, a hint of the scale of the challenge Mr. Biden faces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A significant step was taken last month, when Congress passed a $1 trillion infrastructure bill that included $7.5 billion to build about 500,000 electric charging stations nationwide, plus another $7.5 billion to help bolster supply chains needed to produce electric vehicles. This month, Mr. Biden signed an executive order requiring the federal government to purchase only zero-emission cars and trucks by 2035.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/static01.nyt.com\/images\/2021\/12\/20\/climate\/20cli-cars3\/merlin_186772518_93aaf61d-9c4e-4610-b1dd-923b3e263607-articleLarge.jpg?quality=75&amp;auto=webp&amp;disable=upscale\" alt=\"Electric vehicle charging station in Washington. The $1 trillion infrastructure bill passed last month by Congress included $7.5 billion to build charging stations.Credit&#8230;Susan Walsh\/Associated Press<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But more is needed to reach Mr. Biden\u2019s goal, climate advocates say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe short-term rule that the president is announcing now isn\u2019t up to the challenge that he himself named, that global warming is an existential threat,\u201d said Dan Becker, director of the Safe Climate Transport Campaign at the Center for Biological Diversity. \u201cWhat we really need is an aggressive rule as soon as possible to phase out the gasoline-powered vehicles that are guzzling and polluting and replace them with EVs that have no tailpipe.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So E.P.A. officials are working on a future regulation for vehicles built in model year 2027 and beyond that would compel automakers to ramp up sales of electric vehicles. The Ford F-150, for example, is the nation\u2019s most popular vehicle and gets only about 20 miles per gallon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some major automakers have publicly pledged to invest in electric vehicles. G.M. has said it will go all electric by 2035. Ford has announced $30 billion in investments in electrification and has said that it intends to sell only electric vehicles in leading markets like the U.S., China and Europe no later than 2035, and globally by 2040. Ford said \u201cwe applaud E.P.A.\u2019s efforts to strengthen greenhouse gas emissions standards and create a consistent national plan.\u201d And Stellantis, the company formed after the merger of Fiat Chrysler and Peugeot, called the new rule \u201caggressive\u201d and said it underscored the need for the government to support a transition to zero-emitting vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most Republicans, meanwhile, oppose new tailpipe regulations. \u201cBiden\u2019s inflation and energy crisis is hurting families and creating record-high costs,\u201d Cathy McMorris Rodgers, the ranking Republican on the House Energy and Commerce Committee, wrote on Twitter on Monday. \u201cInstead of helping families, he\u2019s putting radical environmentalists first with strict regulations that dictate the cars we buy and drive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Autoworkers&nbsp;<a href=\"https:\/\/www.nytimes.com\/2021\/04\/24\/business\/bidens-climate-change.html\">have expressed concerns<\/a>&nbsp;over the electric transition because the production of an electric vehicle requires about one-third less human labor than a vehicle powered by an internal combustion engine.
